Overview… the Director of Magical Security in the Magical Congress of the United States, Percival is a powerful man. Although he doesn’t believe himself to be a bad man, he is rather ruthless and not afraid to “bend” the rules. He will do whatever it takes to find and destroy the dangerous people (and creatures) hiding in New York City, even if it means getting rid of those who are in his way.
Personality… shrewd, aggressive, and manipulative. To have gotten to his high position in the government, it takes not just exceptional skill but also a single-mindedness regardless of the law. He takes orders from the president, but his methods of solving those tasks are not exactly orthodox and he has a tendency toward manipulation and violence.

In 1926, Newt Scamander arrives at the Magical Congress of the United States of America with a magically expanded briefcase, which houses a number of dangerous creatures and their habitats. When the creatures escape from the briefcase, it sends the American wizarding authorities after Newt, and threatens to strain even further the state of magical and non-magical relations.
